Texas Health and Human Services provide a broad range of services to cover mental and physical health services to eligible people across Texas. 

Services range from:

Clinics and Health Organizations (such as nursing homes, elderly care, disability care, pharmacies, and other options)

Because of the Affordable Care Act (ACA), which became law in 2010, former/current foster youth under 26 years old are provided with free health insurance through the Medicaid state program.

States have to provide this medical coverage to eligible youth. 

In Texas, this state Medicaid coverage is through the STAR Health Program 

Children in the Texas foster care program get Medicaid through the STAR Health program. Adults who were in the Texas foster care program as children might be able to keep their Medicaid coverage through the Medicaid for Transitioning Foster Care Youth program.

Eligibility

  • All Texas residents can apply for health insurance, but it will be based on income
  • Youth who were in foster care must have entered care in Texas by age 14
  • Must be a current resident of Texas
  • Foster Youth specific insurance covers youth who leave care at 18 through their 25th year
