Webinar: Older Youth Pandemic Relief: Implementation Highlights from Illinois and Kentucky

On March 31st, 2021 FosterClub and Juvenile Law Center featured Child Welfare Leaders from Illinois and Kentucky to share implementation examples and highlights of the Older Youth Provisions of the Consolidated Appropriations Act. Child Welfare Leaders provided a detailed overview of providing re-entry and aging out provisions, ETV, and providing direct financial assistance through Chafee funds to support young people from foster care.

The Goal of this webinar is to create a peer learning community and highlight the work and implementation of the Older Youth Provisions that states and jurisdictions have done to provide urgent support to young people from foster care.

Handouts and resources to support your implementation: 

1) Illinois Department of Children and Family Services Action Transmittal on the expansion of ETV to support eligible youth through the COVID-19 pandemic.  

1) Illinois Department of Children and Family Services Action Transmittal to notify all DCFS and Purchase of Service Permanency Workers of re-entry and extended provisions in the Consolidated Appropriations Act.

3) Kentucky Protection and Permanency Information Memorandum Service Region Administrators, Clinical Associates, Regional Program Specialists, and Family Services Office Supervisors to provide guidance on the extended services and re-entry provisions in the Consolidated Appropriations Act. 

4) Kentucky Department for Community Based Services transmittal to provide guidance on the revised state budget including federal language pertaining to transition-age youth, extended services such as a moratorium on aging out and re-entry as a result of the Consolidated Appropriations Act.

aging out, direct stimulus checks through Chafee, and transportation assistance provisions in the Consolidated Appropriations Act. 

The Supporting Foster Youth and Families through the Pandemic Act (H.R. 7947) became law as part of the Consolidated Appropriations Act on December 27, 2020 (PL 116-260). This law is intended to bring significant emergency relief to young people in and from foster care. Young people in and from care were instrumental in the passage of this law and it is critical that young people are involved in the implementation process.
