Program Instructions Released for Older Youth Pandemic Relief

On March 9, 2021, the federal Children's Bureau released ACYF-CB-PI-21-05: Guidance and instruction related to the Supporting Foster Youth and Families through the Pandemic Act, Division X of the Consolidated Appropriations Act, 2021, Public Law (P.L.) 116-260, enacted December 27, 2020.

This Program Instruction has been long awaited by advocates, states and jurisdictions and can support in speedy implementation. 

Advocates are still reviewing the instructions and currently want to highlight three areas: 

  • States and jurisdictions must certify that they are implementing the moratorium and re-entry provisions within 45 days of the issuance of the PI. 
  • States and jurisdictions are encouraged to engage young people in implementation of the law. 
  • States and jurisidctions are encouraged to use a portion of their Chafee funds to provide direct financial assistance to young people.
